Subject of the competition:

European Commission has announced its call for proposals under the ERASMUS+ programme within:
  • Key Action 1: Learning mobility - including virtual exchanges in higher education
    and youth;
    Key Action 2: Cooperation among organisations and institutions;
  • Key Action 3: Support to policy development and cooperation;
  • Jean Monnet Actions
The Key Action 1 supports, among others:
Virtual exchanges in higher education and youth, which involve online people-to-people activities  promoting intercultural dialogue. Virtual exchanges should take place in small groups, complement physical mobility under the Erasmus+ Programme, foster the development of digital and soft skills of individuals, young people and youth workers. Participating organisations may be established either in an EU Member State or third country associated to the Programme or in an eligible third country not associated to the Programme. Each project proposal may only involve organisations and participants from one of the eligible regions of third countries not associated to the programme. Applications must be submitted by a consortium of at least 4 independent entities from 4 different eligible countries - including at least 2 higher education institutions or youth organisations from 2 EU member states and third countries associated to the programme, and 2 higher education institutions or youth organisations from 2 eligible third countries not associated to the programme, belonging to the same eligible region. The number of organisations from EU Member States and third countries associated to the programme may not be higher than the number of organisations from third countries not associated to the programme.
 
Projects should normally last 36 months. The lump sum value will be limited to a maximum of 95% of the estimated budget determined after evaluation.
 
Applicants have to submit their grant application to the European Education and Culture Executive Agency (EACEA).
by 25 April 2024 at 17:00:00 (Brussels time).
 
Key Action 2. – Cooperation among organisations and institutions-:
1. Partnerships for Cooperation, including:
Cooperation Partnerships - transnational projects, which must address at least one horizontal priority or at least one specific priority relating to the area of education, training, youth and sports with the greatest impact (see the Erasmus+ Guide for a list of priorities for specific education sectors). The Partnership must comprise at least
3 organisations from 3 different EU Member States or third countries associated to the programme.
 
The duration of the project can vary from 12 to 36 months.
 
The deadline for submitting the proposals to the National Agency of the country in which the applicant organisation is established, for the Cooperation Partnerships in the fields of education, training and youth, by any organisation in these fields with the exception of European NGOs, expires at 12:00 pm (Brussels time) on March 5, 2024 - for projects starting between September 1 and December 31, 2024.
 
The deadline for submitting the proposals to the National Agency of the country in which the applicant organisation is established, for the Cooperation Partnerships in the fields of youth, by any organisation in these fields with the exception of European NGOs, is 1 October 2024 at 12:00:00 (midday Brussels time) for projects starting between 1 January and 31 August of the following year.
 
The deadline for submitting the proposals for Partnerships in the fields of education, training and youth by European NGOs to the European Education and Culture Executive Agency (EACEA) is 5 March 2024 at 17:00:00 (midday Brussels time).
 
The deadline for submitting the proposals for Partnerships in the field of sport to the European Education and Culture Executive Agency (EACEA) is 5 March 2024 at 17:00:00 (midday Brussels time).
 
PLEASE NOTE: National Agencies of the ERASMUS+ Programme for Partnerships in the field of education and training may organise a second round of applications of which the deadline is 1 October 2024 at 12:00:00 (midday Brussels time) for projects starting between 1 January and 31 August of the following year.
 
Small-scale Partnerships -  this action aims at widening access to the ERASMUS+ programme to small-scale actors and individuals who are hard to reach in different fields of education. The objective of the action is to attract newcomers. Projects with a transnational dimension must address either at least one horizontal priority or at least one specific priority relevant to the field of education, training, youth and sport that is mostly impacted (a list of priorities can be found in the Erasmus+ Programme Guide).  The Partnership must comprise at least 2 organisations from 2 different EU Member States or third countries associated to the Programme.
 
The duration of the project can vary from 6 to 24 months.
 
The deadline for submitting the proposals for Small-scale Partnerships in the fields of vocational education and training, school education, adult education and youth by any organisation in these fields,  to the National Agency of the country in which the applicant organisation is established, is
  • 5 March 2024 at 12:00:00 (midday Brussels time) for projects starting between 1 September and 31 December of the same year.
    4 October 2024 at 12:00:00 (midday Brussels time) for projects  starting between 1 January and 31 August of the following year.
The deadline for submitting the proposals for Small-scale Partnerships in the field of sport to the European Education and Culture Executive Agency (EACEA) is 5 March 2024 at 17:00:00 (Brussels times).
 
 
PLEASE NOTE:
National Agencies of the ERASMUS+ Programme may organise an additional round for applications  for Small-scale Partnerships in the field of youth. If the additional round is organised, applicants have to submit their grant application by 7 May 2024 at 12:00:00 (midday Brussels time), for projects starting between 1 August and 31 December of the same year.
 
 
2. Partnerships for Excellence, including:
European Universities (an action announced through a special call for proposals) are transnational alliances of higher education institutions, supporting systemic, structural and sustainable international cooperation between different universities across Europe. The goal is to deepen cooperation between higher education institutions on an unprecedented scale. The call is conducted in two scopes:
  • Development of deep institutional transnational cooperation - under this initiative, through innovative and diverse models of long-term integrated cooperation, common European values are promoted and universities are supported in improving the quality of education, the results obtained, as well as attractiveness and international competitiveness. The goal is to pursue the long-term vision of "European Universities." New universities have the opportunity to join existing alliances as full partners.
  • Community of Practice - aims to share best practices and experiences within the community of European University alliances, for the benefit of the broader higher education sector.
The composition of the consortium includes at least three higher education organisations from three different eligible countries. Projects should normally last 48 months. Maximum amount of funding may constitute a maximum of 80% of the estimated budget of the project.

Centres of Vocational Excellence (VET) - the project's activities should aim to support reforms in the VET sector, creating and developing international cooperation networks of centres of professional excellence, contributing to the creation of "skills ecosystems" for innovation, regional development and social inclusion. The networks will bring together existing CoVEs, or develop the Vocational Excellence model by linking partners from various countries. Centres of Vocational Excellence will operate at two levels:  national and international. The partnership must include at least 8 applicants (beneficiaries) from a minimum of 4 EU Member States or third countries associated to the Programme.  Each EU Member State or third country associated to the Programme must include: 
a) at least 1 enterprise, industry or sector representative organisation, and 
b) at least 1 vocational education and training provider (at secondary and/or tertiary level). 
 
Projects should normally last 48 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation

Erasmus+ Teacher Academies - the aim of the action is to establish European partnerships of teacher organizers and trainers to develop the European and international dimension of teacher education. Teacher academies should set at least one horizontal priority that will be particularly relevant to their partnership. The consortium should consist of 6 applicants (beneficiaries, not affiliates) from at least 4 EU member states or third countries associated with the programme (including at least 3 EU member states). The consortium must consist of:
  • At least 4 pre-service teacher education providers established at the national level from 3 different EU member states and third countries associated with the programme;
    at least 1 provider of continuing professional development (in-service training) for teachers established at the national level;
    at least 1 apprenticeship/preparatory school.
Projects should normally last 36 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation

ERASMUS MUNDUS ACTIONS - the aim of the action is to foster excellence and worldwide internationalisation of higher education institutions via study programmes, at Master course level, and attract talent to Europe. The action includes:
  • Erasmus Mundus Joint Masters (at Master course level) (EMJM) jointly delivered and jointly recognised by higher education institutions established in Europe. The consortium should be composed of at least three higher education institutions (beneficiaries, not affiliates) from three different countries, at least two of which must be EU member states or third countries associated with the programme. Projects should normally last - 74 months;
  •  
  • The Erasmus Mundus Design Measures (EMDM) that is new, innovative, high-level integrated transnational study programmes at Master level.  These design measures should involve Erasmus Mundus under-represented EU Member States and third countries associated to the Programme, and/or institutions from these countries, and/or (c) thematic areas. The minimum composition of the consortium has not been specified. Projects should normally last 15 months. The value of the grant is EUR 60,000.

3. Partnerships for Innovation cover:

Alliances for innovation aim to strengthen Europe’s innovation capacity by boosting innovation through cooperation and flow of knowledge among higher education, vocational education and training (both initial and continuous), and the broader socio-economic environment, including research, supporting the development of a sense of initiative and entrepreneurial mind-sets in the EU. The objectives of the Alliances can be achieved by applying to the following lots:

  • Alliances for Education and Enterprises must cover at least 4 EU Member States and third countries associated to the Programme, involving a minimum of
    8 applicants (beneficiaries, not affiliates). The consortium must include at least 3 labour market actors and at least 3 education and training providers (VET and HEIs). The Alliances should normally last 24 or 36 months.
    Alliances for Sectoral Cooperation on Skills (implementing the ‘Blueprint’)  must cover at least 8 EU Member States or third countries associated to the Programme and involve at least 12 applicants (beneficiaries, not affiliates). The consortium must include at least 5 labour market actors and at least 5 education and training providers (VET and HEIs) as applicants (beneficiaries, not affiliates). The Alliances should normally last 48 months.
There should be at least one HE institution and one VET provider involved as applicants (beneficiaries, not affiliates) in each proposal (both of the above Alliances).  The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.

4. Capacity building, including:
The Capacity Building in Higher Education action supports international cooperation projects based on multilateral partnerships between organisations active in the field of higher education. This action aims to support the modernisation, quality improvement and responsiveness of higher education in non-affiliated third countries. CBHE projects can be implemented as:
  • national projects, i.e. projects involving institutions from only one eligible third country not associated to the Programme
    multi-country (regional) projects within one single eligible Region;
  • multi-country projects involving more than one Region (cross-regional) and open to all eligible regions.
In order to respond to the various challenges in the third countries not associated to the Programme, the CBHE action is composed of three specific Strands:
Strand 1. - Fostering access to cooperation in higher education; 
Strand 2. - Partnerships for transformation in higher education; 
Strand 3. - Structural reform projects
Proposals must respect pre-defined regional priorities, which are published on the Funding and Tender Opportunities Portal
 
Depending on the project type, national/multi-country, as well as a selected strand, the number and profile of the participating organisations and the duration of the project – from 24 to 48 months – have been defined. The lump sum value will be limited to a maximum of 90% of the estimated budget determined after evaluation.

Capacity building in the field of vocational education and training (VET) realised under international cooperation aim to support the relevance, accessibility, and responsiveness of VET institutions and systems in third countries not associated to the Programme as a driver of sustainable socio-economic development The activities proposed must correspond to one or more of the thematic areas listed in the Erasmus+ Programme Guide. The budget available is divided between different regions of the world and the size of each budgetary envelope is different. The EU has set a number of priorities regarding geographical balance and specific objectives. Partnerships include at least 4 applicants (beneficiaries, not affiliates) from at least 3 eligible countries: 1). at least 1 organisation from 2 different EU Member States and third countries associated to the Programme and at least 2 organisations from at least 1 eligible third country not associated to the Programme from the same region. The consortium must include at least one VET provider at the post-secondary education level. The number of organisations from EU Member States and third countries associated to the programme shall not be higher than the number of organisations from eligible third countries not associated to the programme.
 
Projects should normally last 12, 24 or 36 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
 
The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 29 February 2024 at 17:00:00 (midday Brussels time).
 
Capacity building in the field of youth aims to support international cooperation and strengthen the capacity of organisations working with young people outside formal learning.   Project activities must focus on building and strengthening the capacities of youth organisations and young people principally in the third countries not associated to the Programme covered by the action. The activities proposed must correspond to one or more of the thematic areas listed in the Erasmus+ Programme Guide. Proposals must be submitted by a consortium of at least 4 applicants (beneficiaries, not affiliates), including at least 1 entity from 1 EU Member State or third country associated to the Programme and at least 2 entities from 2 eligible third countries not associated to the Programme. 
 
Projects shall last from 12 to 36 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.

Capacity building in the field of sport aims to support international cooperation between organisations active in the field of sport in the Programme and third countries not associated to the Programme. Projects should serve to support sport-related activities and policies in third countries not associated with the programme, promoting values, personal and social development of individuals and the creation of more cohesive communities. The activities proposed must correspond to one or more of the thematic areas listed in the Erasmus+ Programme Guide. The composition of the consortium is at least 4 organisations from at least 3 countries - at least 1 organisation from 2 different EU Member States and third countries associated with the programme and at least 2 organisations from at least 1 eligible third country not associated with the programme from either Region 1 or Region 2. The number of organisations from EU Member States and third countries associated to the programme may not be higher than the number of organisations from third countries not associated to the programme
 
Projects should normally last 12, 24 or 36 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.

5. Non-For-Profit European Sport Events support sport events with a European dimension.  The project has to focus on one of the objectives listed in the Erasmus+ Programme Guide. The composition of the consortium and the level of funding depends on the category of the event.
 
Projects should normally last 12 or 18 months.

Under Action 3 - Support for policy development and cooperation - support is given to activities aimed at implementing existing policies in the fields of education, training, youth and sport and developing new policies. Activities supporting Key Action 3 are:
 
European Youth Together - the action aims to create networks promoting regional partnerships (EU Member States and third countries associated to the programme) enabling young people across Europe to set up joint projects, organise exchanges and promote trainings through both physical and online activities. Mobility activities for young people should form a key component of European Youth Together projects. This mobility should offer cross-border exchanges and non-formal or informal training opportunities that can be prepared and supported through online fora to contribute to the objectives of the actions listed in the Erasmus+ Programme Guide. Proposals must be submitted by a consortium of at least 5 applicants (beneficiaries, not affiliates) from a minimum of 5 EU Member States or third countries associated to the Programme.
 
Projects should normally last 24 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.

The Jean Monnet actions contribute to spread knowledge about the European Union integration matters. The following actions are supported:
1. Jean Monnet Actions in the field of higher education
  • Jean Monnet Modules -  short teaching programmes or courses in the field of European Union studies; each Module has a minimum duration of 40 teaching hours per academic year for a duration of three years; Modules may concentrate on one particular discipline in European studies or be multidisciplinary in approach and therefore call upon the academic input of several professors and experts. They can also take the form of short specialised or summer programmes. Projects should normally last 36 months. The maximum EU grant per project for the Jean Monnet Modules is  EUR 30 000 and may constitute a maximum of 75% of the project’s total cost.
    Jean Monnet Chairs - teaching posts with a specialisation in European Union studies (as described above) for university professors for a duration of three years. A “Jean Monnet Chair is held by only one professor, who provides the minimum of 90 teaching hours per academic year for the subsequent three years. Projects should normally last 36 months. The maximum EU grant per project for the Jean Monnet Chairs is  EUR 50 000 and may constitute a maximum of 75% of the project’s total cost.
    Jean Monnet Centres of Excellence are focal points of competence and knowledge on European Union subjects. The centres of excellence should pool the expertise and competences of valued experts in order to develop synergies between different fields and resources of European Studies, as well as to create joint transnational activities. Projects should normally last 36 months. The maximum EU grant per project for the Jean Monnet Centres of Excellence is  EUR 100 000 and may constitute a maximum of 80% of the project’s total cost.
Grant application should be submitted by 14 February at 17:00:00 (midday Brussels time) to the European Education and Culture Executive Agency by a higher education institution established in an EU Member State or third country associated to the Programme or in an third country not associated to the Programme.
 
2. Jean Monnet Actions in other fields of education and training:
  • Jean Monnet teacher training - the main activities of the project should be the preparation and delivery of teacher training/education on EU content. Objectives of the activistes are listed in the Erasmus+ Programme Guide. These activities may take the form of targeted courses or modules including distance learning (MOOC and/or blended activities). Teacher Training / Education should be formal and end with a certificate. The proposal must be submitted by an institution of higher education or an institution/agency providing training to teachers, established in an EU Member State or third country associated to the Programme. Project duration – 36 months. The level of funding (up to EUR 300,000) can be up to 80% of the estimated budget determined after evaluation.
    Jean Monnet Learning EU initiatives aim to introduce EU themes into the culture of education in schools and vocational education and training institutions, contributing to the strengthening of European identity through inspirational methods. In each school year, for three consecutive years, at least 40 teaching hours must relate to EU-related topics. The application is submitted by one school or one VET institution based in an EU Member State or a third country associated with the programme. Projects should normally last 36 months. Maximum EU contribution per project is EUR 35 000 and may constitute a maximum of 80% of the estimated budget determined after evaluation.
3. Jean Monnet Policy Debate
  • Jean Monnet thematic networks in higher education may focus on EU internal or foreign policy issues. Consortium composition: 1). the network on the EU home affairs - the economy serving the people, must include at least 12 applicants coming from at least 7 different entities from EU Member States or third countries associated to the programme; 2). the network on external relations - EU-Latin America, must include at least 12 applicants coming from at least 5 entities from 5 different Latin American countries;  3). a network dedicated to external policy issues - EU-Africa, must include at least 10 applicants, including at least 5 entities from 5 different countries of the Sub-Saharan African region (Region 9). The coordinator has to be established in an EU Member State and/or a third country associated to the Programme. Projects should normally last 36 months. The maximum amount of EU funding for a network dedicated to EU internal issues is EUR 1 000 000 and for a network dedicated to external policy issues is EUR 1 200 000. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The Jean Monnet Networks in other fields of education and training aim to offer support to schools & VETs, and/or higher education institutions involved in Teacher Training /Education for boosting knowledge on how to teach European Union subjects. Teachers’ exchange of knowledge are the basis of the network activities. The network may consist of at least 6 applicants, including 3 entities from different EU Member States or third countries associated with the programme. The consortium must consist of at least 4 schools or VET providers (ISCED levels 1-4) up to a maximum of 2 higher education institutions providing basic training or in-service training for teachers in schools or VET providers (ISCED 1-4). Projects should normally last 36 months. Maximum EU contribution per project is EUR 300 000. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
The deadline for submitting the proposals (Ad2 and Ad3) to the European Education and Culture Executive Agency (EACEA) is 1 February 2024 at 17:00:00 (midday Brussels time).

JU internal regulations:

Pursuant to Ordinance No 129 by JU Rector of 10 November 2022 on: The procedure for drawing up and implementing projects funded from external sources at Jagiellonian University and hiring and rewarding personnel of the project, JU units (without JU MC) interested in entering the call are asked to deliver to a call assistant at the RSC:

  • at least 10 days before the date of concluding the call, an education project entry form and a VAT eligibility form, filled out in the electronic system JU Project Zone.
    After accepting the above mentioned forms, it will be possible to accept the project documents required to be submitted with the proposal (e.g. Mandate, Declaration on Honour). The call assistant at JU RSC will set with the author of the project the deadline for submitting the draft and final version of the proposal.
