Subject of the competition:

The programme’s objective is to create conditions for the development of cooperation between entities of the higher education system and science with the socio-economic environment, conducted within doctoral schools and consisting in educating doctoral students in cooperation with entrepreneurs employing them or other entities, the effect of which will be the implementation of the results of PhD students in business and research. 

The programme comprises the following modules:
1. “Industrial Doctorate I” - under which the support is provided for the preparation of dissertations by PhD students who conduct research activity other than the one referred to in point 2 and 3,

2. “Industrial Doctorate II - artificial intelligence and quantum technology” - under which the support is provided for the preparation of dissertations by PhD students who pursue research activity in the field of application of artificial intelligence and quantum technology in technological and social processes, including cyber-security;

3. “Industrial Doctorate III - metrology” -  under which the support is provided for the preparation of dissertations by PhD students who pursue research activity in the field of application of metrology in technological and social processes, including the advance of digital technology and new technologies in the field of health, the environment, energy, and advanced measurement techniques.

Under the call, an applicant - a university - may submit no more than 30 proposals.

The call for proposals at the MEiN is open by 5 June 2023 

Deadlines and terms of the call:

The call for proposals consists of two stages:

1) The preparation of information on the project, cooperating entity(s), and candidates for a supervisor and an auxiliary tutor (part I of the proposal), which shall be submitted to the MEiN by 5 June 2023

2) The preparation of the information on the PhD student and the costs of project implementation to be funded from the programme and the project work schedule (part II of the proposal), which shall be submitted to the MEiN by 20 September 2023 solely by the applicants whose proposals have been recommended by the MEiN to participate in the programme. 

Terms and conditions of participation in the programme: 

1. The following are terms and conditions of the preliminary recommendation for the programme (stage I):

  • drawing up a project covering research activity with a specified research or artistic objective, and with practical standing and scientific potential or artistic value by the applicant (university); 
  • undertaking the cooperation by the applicant with an entity interested in the implementation of results of research activity which will be realised under the project;
  • obtaining consent by the entity interested in the implementation of the results of research activity to the participation of its full-time employee in education at the doctoral school or a promise of employment under the above conditions, no later than from 2 October of the year for a person who will start education at the doctoral school. These candidates may be neither a member of the supervisory board, nor a member of the management board of the cooperating entity, nor the owner of the cooperating entity, nor a shareholder in the civil law partnership established by the cooperating entity, nor a shareholder holding more than 10 % of the shares or shares enabling to possess at least 10% of voices in the cooperating entity and non-cooperating with the cooperating entity on the basis of a B2B contract;
  • indication by the entity interested in the implementation of the results of research activity from among its employees of the candidate for an auxiliary tutor, whose task will be to monitor the progress in the implementation of the project;
  • A candidate for an auxiliary tutor must have: 
    • academic degree of a doctor or doctoral degree in art or  
    • At least five years of experience in conducting research activity or 
    • significant achievements in the development and implementation in the economic or social sphere of an original design, construction, technological or artistic solution of supra-local reach and durable and universal character.

An auxiliary tutor may not be a PhD student’s spouse, relative or relative by marriage up to the second degree inclusively, or may not be in the relation of adoption or guardianship with the PhD student. 

2. The final condition for the proposal to be recommended to participate in the programme (II stage) is the admission of the candidate to the doctoral school run by the applicant and submission of the second part of the proposal by 20 September 2023. This stage applies only to projects that have been positively evaluated in the first stage of the call.

Information on drawing up proposals (I stage):

  • The applicant in the call is a University and the proposal in the programme is submitted by the Doctoral School
  • One proposals provides support for one PhD student. 
  • Funds under the programme may be awarded for the period no longer than 4 years. In the event that the PhD student had been studied in the Doctoral School before the day when they got admitted to the Doctoral School run by the applicant, the conditioned final admission to participate in the programme, the period for which the doctoral scholarship under the project is awarded becomes shortened by the period of this studying. The period of the former study of the PhD student shall be certified by the applicant.

The funds available under the programme may be obtained for:

  • Doctoral scholarship referred to in Article 209.1 of the Act of 20 July 2018: Law on higher education and science: The monthly amount of the doctoral scholarship for one doctoral student is:
    • PLN 3,450.00 - to the month when the interim evaluation was carried out, as referred to in Article 202.2 of the Act;
    • PLN 4,450.00 - after the month when the interim evaluation was carried out, as referred to in Article 202.2 of the Act;
    increasing the amount of the doctoral scholarship for a PhD student meeting the conditions referred to in Article 209.7 of the Act;
  • costs of social insurance, referred to in Article 6.1.7(b) of the Act of 13 October 1998  on the social insurance system (Journal of Laws of 2022, item 1009 as amended) the financing of which is the responsibility of the applicant;
  • funding of the costs of using the research infrastructure incurred by the applicant in order for the PhD student to conduct research activity as part of the preparation of the doctoral dissertation.

The annual amount of funding of costs of the usage of research infrastructure incurred by the applicant shall be equal to 15% of the product of the number of 12 (number of months) of PLN 3,450.00 (the amount of scholarship in the first two years) increased by the social insuarnce costs, as referred to in Article 6.1.7(b) of the Act of 13 October 1998 on the social insurance system, and the ratio of money expenditure of the research activity in a research or artistic discipline in which the PhD student prepares their dissertation, specified in the Ordinance by the Minter of Science and Higher Education of 22 January 2019 on cost intensity coefficients (Journal of Laws, of Laws of, item 202 as amended),.

In the event of receiving funding it shall be necessary to:

  • signing a tripartite agreement on cooperation in the field of conducting an implementation doctorate between the applicant, the enterprise (an entity interested in implementing the results of research activity) and an employee of the enterprise (PhD student) according to the template developed by JU Legal Team, the RSC and CTT CITTRU. The template agreement will be provided by a call assistant at JU RSC or JUMC Research Department after the evaluation of the first stage of the proposals.
    signing an agreement on the implementation of the project at JU and payment of a scholarship under the Implementation Doctorate 7th edition programme (applies to Jagiellonian University units). 

Proposal submission procedure:

The MEiN requires that proposals be submitted in an electronic form in the ZSUN/OSF electronic submission system on the website of the National Information Processing Institute, alongside the required declarations and the “Part A” of the proposal, including the applicant’s details, in the electronic form and signed with a qualified electronic signature or using trusted profile on ePUAP 

JU internal regulations: 

Pursuant to the Ordinance No. 129 by the JU Rector of 10 November 2022 on: The procedure for drawing up and implementing projects funded from external sources at Jagiellonian University and hiring and rewarding personnel of the project persons interested in entering the call are asked to deliver to the RSC of JU:

  • by 22 May 2023, 12:00:
    • a proposal draft sent in as a pdf file generated by the ZSUN/OSF system to the address of the call assistant for the purposes of review and verification of formal eligibility; 
      a Research Project Entry Form and a VAT Eligibility Form filled out in the electronic system JU Project Zone
  • by 30 May 2023 – to the address of the call assistant at the RSC the final signed version of the proposal (author/principal investigator of the project, head of the JU organisational unit, Director of the Doctoral School), in the form of a pdf file generated by the ZSUN/OSF system: select option “Print PDF - status” named in accordance with the template: Surname and forename of the principal investigator, name of the programme, date of the document (Kowalski_Jan_DWD_7_30-05-2023) and the “Part A” of the proposal select option “print PDF - to sign” named in accordance with the template: Surname and forename of the principal investigator, name of the programme, Part A, date of the document (Kowalski_Jan_DWD_5_26-05-2023) 

In the event of a total of more proposals than the limit set by the MEiN (30 proposals for the University) being submitted to JU RSC and JU MC Research Department by 20 May 2023, the authorities of Jagiellonian University will decide which proposals will be submitted to the call. The call assistant at the RSC or the Research Department at JU MC will inform you of the decision of JU authorities. 

The potential PhD student’s supervisor shall obtain a consent from the head of the JU organisational unit in which they are employed to draw up and submit the project by doctoral school. This consent will be confirmed by the Head of the organisational unit (i.e. Dean, Director/Head of another organisational unit) with appropriate acceptance on the Research Project Application Form.
