Subject of the competition:

National Centre for Research and Development (NCBR) has announced the third call of the INNOGLOBO, which intends to enable Polish entities to build research and development cooperation.

Under the call, the applicants may receive funding for the implementation of international projects with differential budgets, relating to various thematic areas, including the niche ones. The requirements to be met by the applicants are i.a.: the participation of at least one foreign partner in a project and the compliance of project’s thematic scope with the National Smart Specialisation List.

The call for proposals at the NCBiR is open by 30 September 2023.

Principal terms of the scheme:
  • Proposal submission requires the conclusion of the agreement of an international consortium with a foreign partner/foreign partners who the project will be carried out with.
  • In the event that the applicant is a group of entities, formal existence of an agreement of a national consortium as on the day of applying for funding is required.
  • Only entities that conduct business or research and development activities on the territory of the Republic of Poland may apply for funding. There are no restrictions as to the legal form of a foreign partner being part of an international consortium implementing an international project.
  • A foreign partner wishing to participate in the implementation of the project is obliged to provide the Polish applicant with a bilingual (in   English and Polish) statement on securing funds for the implementation of its part of the project (in accordance with the template indicated in Annex 5 to the funding proposal).
  • A project shall be implemented within 24 to 36 months.
  • The minimum and maximum amounts of funding of the tasks carried out under a project are respectively, PLN 400,000 and PLN 1.5 million.
    In the case of universities, the intensity of funding may amount to 100% of eligible costs.
    Share of funds coming in total from all foreign consortia shall constitute the minimum and maximum amount of respectively 30% and 70 % of the overall consortium budget intended for the implementation of the project.
  • Share of funds coming from a Polish applicant (in the case of a national consortium the total share of all consortia) in an international project submitted under the INNOGLOBO call, shall constitute the minimum and maximum amount of respectively 30% and 70 % of the overall consortium budget.
  • The submitted project may contain up to 5 tasks.
  • The eligible costs of the project are specified in the cost eligibility guide – Annex 2 to the terms and conditions: INNOGLOBO Cost Eligibility Guide
  • Please note that in accordance with the call’s terms and conditions, the implementation of research results cannot be carried out by a consortium leader or a consortium member being a scientific unit. Besides, in the case of research or development works concerning national safety and defence, pursuant to Article 32.3 of the Act on NCBiR, the State Treasury will own the rights for the results.
Proposal submission procedure:
  • The proposal alongside the required annexes shall be submitted exclusively in electronic form to the NCBiR using the Electronic Platform of Public Administration Services ePUAP or by email to the address:  innoglobo_aplikacje@ncbr.gov.pl, in the electronic version signed with a qualified electronic signature or in the form of a scan with a handwritten signature.
  • Wniosek może być przekazany do NCBiR przy wykorzystaniu platformy ePUAP przez CWN.        

JU internal regulations:

In view of the provisions of the call documentation, e.g. , joint liability of partners, Jagiellonian University’s authorities will approve projects for applying in the call on an individual basis, taking into account declarations submitted.

Preliminary declarations of participation in the call prepared in accordance with the template attached as Annex 1 to this Communication should be sent by 31 July 2023 to the email address of the call assistant at the RSC.

Project proposals signed by the Author and the Head of the organisational unit (i.e. Dean, Director/Head of other organisational unit) may be submitted electronically (a document signed with a qualified electronic signature or in the form of a scan with a handwritten signature alongside a version of the proposal open to editing).

Based on the declarations you will have submitted, Jagiellonian University authorities will decide on the approval for your further proceeding with application in the call. The call assistant at the RSC shall inform you of the decision of JU authorities.

Upon securing approval of the planned project, pursuant to the Ordinance no. 129 of JU Rector of 10 November 2022 on: The procedure for drawing up and implementing projects funded from external sources at Jagiellonian University and hiring and rewarding personnel of the project you are asked to deliver to the RSC:

  • by 23 August 2023  to the call assistant at the RSC:
    • draft consortium agreement - if the project is submitted to a group of entities, and Jagiellonian University acts as a partner in the project and the leader has its own model agreement;
    • if JU acts as a Leader in a project - guidelines for the agreement, in order to prepare a model agreement for the national consortium;
    • when JU acts as a Leader of an international consortium - guidelines for international consortium agreement;
    by 18 September 2023:
    • the final version of the proposal alongside the required annexes for the purposes of verification of its conformity to the call’s terms and formal and accountancy eligibility (electronic version of the proposal in the form of a pdf file sent to the address of the call assistant at the RSC);
    • a Research Project Entry Form and a VAT Eligibility Form filled out in the electronic system JU Project Zone 
    by 25 September 2023 the final version of the proposal (electronic version sent in as a pdf file signed with a qualified electronic signature or a hard copy signed with handwritten signatures) – signatures required: principal investigator and the head of the JU organisational unit (i.e. Dean or Director/Head of other organisational unit) acting as the project’s host institution.
