This is to inform you that pursuant to the announcement by the Minister of Science and Higher Education of 27 October 2020 concerning the publication of a consolidated text on awarding, receiving and transferring funds for the implementation of investment in education and research activity (i.e. of Laws of 2020, item 1956) 30 April 2023 marks the deadline for submitting (ordinary mode) proposals for investments in education for the year 2024.

Funding proposals may cover solely investment in purchasing education-related infrastructure. Funding proposals may not cover construction investments.

According to the call guidelines, proposals for investment purchase (purchase of a fixed asset) may concern only fixed assets with an estimated unit price of individual equipment/purchase above PLN 10,000 gross (assuming full VAT qualification) or PLN 10,000 net (assuming no VAT eligibility or purchases with a 0% VAT rate).

The final value for a single fixed asset will be determined on the basis of the list of planned fixed assets for purchase described in the Investment Project Entry Form and the VAT Eligibility Form. Therefore, I encourage you to prepare one application under a given faculty/unit of Jagiellonian University.

 

The call for proposals at the MEiN is open until 30 April 2023.

Proposal submission procedure:
 
Ministerstwo Edukacji i Nauki wymaga składania wniosków w elektronicznym systemie ZSUN/OSF (Obsługa Strumieni Finansowania), dostępnym na stronie Ośrodka Przetwarzania Informacji oraz w wersji podpisanej przez osoby upoważnione do reprezentowania podmiotu.
 
The Ministry of Education and Science requires that proposals be submitted in the ZSUN/OSF electronic submission system on the website of the National Information Processing Institute and supplemented by a version signed by persons authorised to represent the entity in question.
 
JU internal regulations:
 
Pursuant to the Ordinance No. 129 by the JU Rector of 10 November 2022 on: The procedure for drawing up and implementing projects funded from external sources at Jagiellonian University and hiring and rewarding personnel of the project, JU units (without JU MC) interested in entering the call are asked to deliver to the RSC:
  • by 14 April 2023:
    • the proposal draft (electronic version sent as a PDF file to the address of the call assistant at the RSC or by accessing - as a reader - the ZSUN/OSF system) for the purposes of verification of its conformity to the call’s terms and formal and accountancy eligibility;
    • The research Project Entry Form and a VAT eligibility form filled out in the electronic system JU Project Zone
  • by 24 April 2024: 
    • final version of the proposal’s Part A, “version for the Ministry”,  (electronic version – OSF option digital signature – sent in the form of a PDF file with a qualified signature with simultaneous sending to the address of the project assistant at the RSC the final full version of the application in the form of a PDF file or paper version – OSF option on paper - with signatures and simultaneous sending to the address of the project assistant at the RSC the final full version of the proposal in the form of a PDF file – signatures required: project principal investigator and head of the organisational unit of Jagiellonian University (i.e. Dean or Director/Head of other organisational unit) in which the project will be implemented.
Please bear in mind that sending the proposal in the system cannot be reversed and prevents later modifications. In light of the above, the proposal to the MEiN in electronic form should be sent only once the signatures of JU authorities in the proposal’s Part A have been obtained.  Information on the approval of the proposal by JU authorities will be delivered by a call assistant at the Research Support Centre to the email addresses you have provided.
 
Proposal submission requires the approval by the Head of JU entity and JU Bursar in the Investment Project Entry Form
