This is to inform you that the European Commission has announced its call for proposals under the ERASMUS+ programme within::

  • Key Action 1: Learning mobility - including virtual exchanges in higher education and youth;
  • Key Action 2: Cooperation among organisations and institutions;
  • Key Action 3: Support to policy development and cooperation;
  • Jean Monnet Actions

The Key Action 1 supports, among others:

Virtual exchanges in higher education and youth, which involve online people-to-people activities. Virtual exchanges should take place in small groups, complement physical mobility under the Erasmus+ Programme, foster the development of digital and soft skills of individuals, young people and youth workers.

Participating organisations may be established either in an EU Member State or third country associated to the Programme or in an eligible third country not associated to the Programme.   Each project proposal may only involve organisations and participants from one of the eligible regions of third countries not associated to the Programme. Proposals must be submitted by a consortium of at least 4 organisations, including a minimum of 2 higher education institutions or youth organisations from 2 EU Member States and third countries associated to the Programme and 2 higher education institutions or youth organisations from 2 eligible third countries not associated to the Programme belonging to the same eligible region. The number of organisations from EU Member States and third countries associated to the Programme may not be higher than the number of organisations from third countries not associated to the Programme Projects should normally last 36 months. The lump sum value will be limited to a maximum of 95% of the estimated budget determined after evaluation.

Applicants have to submit their grant application to the European Education and Culture Executive Agency (EACEA) by 26 April 2023 at 17:00:00 (Brussels time).

The Key Action 2 supports:

1. Partnerships for Cooperation, including:

Partnerstwa współpracy

  • Cooperation Partnerships -  to be considered for funding, the projects must address either at least one horizontal priority and/or at least one specific priority relevant to the field of education, training, youth and  sport that is mostly impacted (a list of priorities for each education sector can be found in the Erasmus+ Programme Guide). The Partnership must comprise at least 3 organisations from 3 different EU Member States or third countries associated to the Programme.
    The duration of the project can vary from 12 to 36 months.
  • The deadline for submitting the proposals to the National Agency of the country in which the applicant organisation is established, for the Cooperation Partnerships in the fields of education, training and youth, by any organisation in these fields with the exception of European NGOs,
    is 22 March 2023 at 12:00:00 (Brussels time)
    for projects starting between 1 September and 31 December of the same year
  • Possible additional deadline for Partnerships in the field of youth submitted by any organisation in this field, with the exception of European NGOs, is 4 October 2023 at 12:00:00 (midday Brussels time) for projects starting between 1 January and 31 August of the following year.
  • The deadline for submitting the proposals for Partnerships in the fields of education, training and youth by European NGOs to the European Education and Culture Executive Agency (EACEA) is 22 March 2023 at 17:00:00 (midday Brussels time).
  • The deadline for submitting the proposals for Partnerships in the field of sport to the European Education and Culture Executive Agency (EACEA) is 22 March 2023 at 17:00:00 (midday Brussels time).
  • Please note: National Agencies of the ERASMUS+ Programme for Partnerships in the field of education and training may organise a second round of applications of which the deadline is 4 October 2023 at 12:00:00 (midday Brussels time) for projects starting between 1 January and 31 August of the following year.

Small-scale Partnerships ​

  • this action aims at widening access to the ERASMUS+ programme to small-scale actors and individuals who are hard to reach in different fields of education. Projects, in order to be considered for funding, must address either at least one horizontal priority or at least one specific priority relevant to the field of education, training, youth and sport that is mostly impacted (a list of priorities can be found in the Erasmus+ Programme Guide). The Partnership must comprise at least 2 organisations from 2 different EU Member States or third countries associated to the Programme.
  • The duration of the project can vary from 6 to 24 months.
  • The deadline for submitting the proposals for Small-scale Partnerships in the fields of vocational education and training, school education, adult education and youth by any organisation in these fields,  to the National Agency of the country in which the applicant organisation is established, is
    • 22 March 2023 at 12:00:00 (midday Brussels time) for projects starting between 1 September and 31 December of the same year
    • 4 October 2023 at 12:00:00 (midday Brussels time) for projects starting between 1 January and 31 August of the following year.
  • The deadline for submitting the proposals for Small-scale Partnerships in the field of sport to the European Education and Culture Executive Agency (EACEA) is 22 March 2023 at 17:00:00 (Brussels times).
  • PLEASE NOTE: National Agencies of the ERASMUS+ Programme may organise an additional round for applications

 

2. Partnerships for Excellence, including:

Centres of Vocational Excellence 

  • Aim at establishing and expanding international collaborative networks contributing to creating skills ecosystems for innovation, regional development, and social  inclusion. The networks will bring together existing CoVEs, or develop the Vocational Excellence model by linking partners from various countries. Centres of Vocational Excellence will operate at two levels: national and international. The partnership must include at least 8 applicants (coordinator and full partners) from a minimum of 4 EU Member States or third countries associated to the Programme. Each EU Member State or third country associated to the Programme must include:  a) at least 1 enterprise, industry or sector representative organisation, and b) at least 1 vocational education and training provider (at secondary and/or tertiary level). Projects should normally last 48 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 8 June 2023 at 17:00:00 (Brussels time).

ERASMUS MUNDUS ACTIONS 

  • Of which aim is to foster excellence and worldwide internationalisation of higher education institutions via study programmes, at Master course level, and attract talent to Europe, comprise:
    • Erasmus Mundus Joint Masters (at Master course level) (EMJM) are jointly delivered and jointly recognised by higher education institutions established in Europe. Proposals must be submitted by a consortium of at least 3 HEI applicants  from 3 different countries, of which at least 2 different EU Member States and/or third countries associated to the Programme. Projects should normally last 74 months;
    • The Erasmus Mundus Design Measures (EMDM) is to encourage the development of new, innovative, high-level integrated transnational study programmes at Master level.  These design measures should involve Erasmus Mundus under-represented EU Member States and third countries associated to the Programme, and/or institutions from these countries, and/or (c) thematic areas. The minimum composition of the consortium has not been specified. Projects should normally last 15 months.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 16 February 2023 at 17:00:00 (Brussels time).

 

3. Partnerships for Innovation cover:

Alliances for innovation 

  • Aim to strengthen Europe’s innovation capacity by boosting innovation through cooperation and flow of knowledge among higher education, vocational education and training (both initial and continuous), and the broader socio-economic environment, including research, supporting the development of a sense of initiative and entrepreneurial mind-sets in the EU.  The objectives of the Alliances can be achieved by applying to the following lots:
    • Alliances for Education and Enterprises must cover at least 4 EU Member States or third countries associated to the Programme, involving a minimum of 8 applicants (coordinator and 
      full partners). The consortium must include at least 3 labour market actors and at least 3 education and training providers (VET and HEIs). The Alliances should normally last 24 or 36 months
    • Alliances for Sectoral Cooperation on Skills (implementing the ‘Blueprint’)  must cover at least 8 EU Member States or third countries associated to the Programme and involve at least 12 applicants (coordinator and full partners). The consortium must include at least 5 labour market actors and at least 5 education and training providers (VET and HEIs) as applicants (coordinator and full partners).
  • There should be at least one HE institution and one VET provider involved as applicants (coordinator and full partners) in each proposal (both of the above Alliances). The Alliances should normally last 48 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 03 May 2023 at 17:00:00 (Brussels time).

Forward-looking projects ​

  • are large-scale projects that aim to identify, develop, test and/or assess innovative (policy) approaches that have the potential of becoming mainstreamed, thus improving education and training systems. The Partnerships should comprise of public or private organisations. It will support forward-looking ideas based around key European priorities presented in the Erasmus+ Guidebook in three lots. The partnership must include at least 3 applicants (coordinator and full partners from a minimum of 3 EU Member States or third countries associated to the Programme). Additional requirements concerning the composition of the consortium are related to projects directed towards lots 2 and 3. Projects should normally last from 24 to 48 months - depending on a selected lot. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 15 March 2023 at 17:00:00 (Brussels time).

 

4. Capacity building, includnig:

The Capacity Building in Higher Education 

  • Action supports international cooperation projects based on multilateral partnerships between organisations active in the field of higher education.  It supports the relevance, quality, modernisation and responsiveness of higher education in third countries not associated to the Programme. CBHE projects can be implemented as:
    • national projects, i.e. projects involving institutions from only one eligible third country not associated to the Programme
    • multi-country (regional) projects within one single eligible Region;
    • multi-country projects involving more than one Region (cross-regional) and involving at least one country from each eligible Region
  • In order to respond to the various challenges in the third countries not associated to the Programme, the CBHE action is composed of three specific Strands:
    • Strand 1. - Fostering access to cooperation in higher education; 
    • Strand 2. - Partnerships for transformation in higher education; 
    • Strand 3. - Structural reform projects
  • For Strands 1 and 2, proposals must respect pre-defined regional priorities, which are published on the Funding and Tender Opportunities Portal (FTOP)
  • For Strand 3, the proposals must respect the requirements for Ukraine published on the same portal.
  • Depending on the project type, national/multi-country, as well as a selected strand, the number and profile of the participating organisations and the duration of the project – from 24 to 48 months – have been defined. The lump sum value will be limited to a maximum of 90% of the estimated budget determined after evaluation.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 16 February 2023 at 17:00:00 (Brussels time).

Capacity building in the field of vocational education and training (VET)

  • Realised under international cooperation aim to support the relevance, accessibility, and responsiveness of VET institutions and systems in third countries not associated to the Programme as a driver of sustainable socio-economic development The activities proposed must correspond to one or more of the thematic areas listed in the Erasmus+ Programme Guide. The budget available is divided between different regions of the world and the size of each budgetary envelope is different.  The EU has set a number of priorities regarding geographical balance and specific objectives.  Capacity building projects must involve at least 4 organisations (coordinator and full partners) from minimum 3 countries: 1) at least 1 organisation from 2 different EU Member States and at least 2 organisations from at least 1 eligible third country not associated to the Programme, or 2)  at least 1 organisation from 2 different third countries associated to the Programme and at least 2 organisations from at least 1 eligible third country not associated to the Programme, or 3) at least 1 organisation from an EU Member State and 1 organisation from a third country associated to the Programme and at least 2 organisations from at least 1 eligible third country not associated to the Programme. The number of organisations from EU Member States and third countries associated to the Programme may not be higher than the number of organisations from third countries not associated to the Programme Projects should normally last 12, 24 or 36 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 28 February 2023 at 17:00:00 (Brussels time).

Capacity building in the field of youth 

  • Aims to support the international cooperation and policy dialogue in the field of youth and non-formal learning, as a driver of sustainable socio-economic development and well-being of youth organisations and young people.  Project activities must focus on building and strengthening the capacities of youth organisations and young people principally in the third countries not associated to the Programme covered by the action. The activities proposed must correspond to one or more of the thematic areas listed in the Erasmus+ Programme Guide.   Proposals must be submitted by a consortium of at least 4 applicants (coordinator and full  partners), including at least organisations from 1 EU Member State or third country associated to the Programme and at least organisations from 2 eligible third countries not associated to the Programme. Projects should normally last 12, 24 or 36 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 08 March 2023 at 17:00:00 (Brussels time).

Capacity building in the field of sport 

  • Aims to support international cooperation between organisations active in the field of sport in the Programme and third countries not associated to the Programme. Capacity-building projects aim to support sport activities and policies in third countries not associated to the Programme as a vehicle to promote values as well as an educational tool to promote the personal and social development of individuals and build more cohesive communities. The activities proposed must correspond to one or more of the thematic areas listed in the Erasmus+ Programme Guide. Consortium composition must include at least 4 organisations from minimum 3 countries at least 1 organisation from 2 different EU Member States and third countries associated to the Programme and at least 2 organisations from at least 1 eligible third country not associated to the Programme from Region 1. The number of organisations from EU Member States and third countries associated to the Programme may not be higher than the number of organisations from third countries not associated to the Programme Projects should normally last 12, 24 or 36 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 22 March 2023 at 17:00:00 (Brussels time).

 

5. Non-For-Profit European Sport Events 

  • the project has to focus on one of the objectives listed in the Erasmus+ Programme Guide. Consortium Composition depends on the type of event. Projects should normally last 12 or 18 months. The funding depends on the type of the event.
    Applicants have to submit their grant application to the European Education and Culture Executive Agency (EACEA): 1) for the Large-Scale European event: by 21 February at 17:00:00 (Brussels time); 2) for other events: by 22 March at 17:00:00 (Brussels time).

 

Key Action 3:

Support to policy development and cooperation  - in support of policy reform in the education, training and youth fields. The Action is implemented directly by the European Commission or through specific calls for proposals One of the calls aim to support:

1. European Universities through development of a transnational alliance of higher education institutions from across the EU. European Universities support systemic, structural and sustainable international cooperation between different universities across Europe. As part of the initiative, through innovative and diverse models of long-term, integrated cooperation, common European values are promoted and universities are supported in terms of improving the quality of education, results obtained, as well as attractiveness and international competitiveness. The call focuses on two areas:

  • Intensification of prior deep institutional transnational cooperation - - this means providing support for already existing transnational cooperation alliances, including the European Universities alliances selected in the 2020 competition. The aim is to build on existing institutional cooperation and further deepen it in order to realise the long-term vision of "European Universities". New universities have the opportunity to join existing alliances as full partners.
  • Development of new deep institutional transnational cooperation - aiming at supporting for applicants wishing to establish a new institutional cooperation between European Universities.
    Consortium composition must include at least 3 organisations of higher education from 3 different EU Member States or third countries associated to the Programme. Projects should normally last 48 months. Maximum amount of funding may constitute a maximum of 80% of the estimated budget of the project.
  • The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 31 January 2023 at 17:00:00 (Brussels time).

2. European Youth Together – the action aims to create networks promoting regional partnerships (EU Member States and third countries associated to the programme) enabling young people across Europe to set up joint projects, organise exchanges and promote trainings through both physical and online activities. Mobility activities for young people should form a key component of European Youth Together projects. This mobility should offer cross-border exchanges and non-formal or informal training opportunities that can be prepared and supported through online fora to contribute to the objectives of the actions listed in the Erasmus+ Programme Guide. Proposals must be submitted by a consortium of at least 5 applicants (coordinator and full partners) from a minimum of 5 EU Member States or third countries associated to the Programme. Projects should normally last 24 months. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.

The deadline for submitting the proposals to the European Education and Culture Executive Agency (EACEA) is 09 March 2023 at 17:00:00 (Brussels time).

 

The Jean Monnet actions contribute to spread knowledge about the European Union integration matters. The following actions are supported:

1. Jean Monnet Actions in the field of higher education:

  • Jean Monnet Modules -  short teaching programmes or courses in the field of European Union studies; each Module has a minimum duration of 40 teaching hours per academic year for a duration of three years; Modules may concentrate on one particular discipline in European studies or be multidisciplinary in approach and therefore call upon the academic input of several professors and experts. They can also take the form of short specialised or summer programmes. The maximum EU grant per project for the Jean Monnet Modules is  EUR 30 000 and may constitute a maximum of 75% of the project’s total cost.
  • Jean Monnet Chairs - teaching posts with a specialisation in European Union studies (as described above) for university professors for a duration of three years. A Jean Monnet Chair is held by only one professor, who provides the minimum of 90 teaching hours per academic year for the subsequent three years. The maximum EU grant per project for the Jean Monnet Chairs is  EUR 50 000 and may constitute a maximum of 75% of the project’s total cost.
  • Jean Monnet Centres of Excellence are focal points of competence and knowledge on European Union subjects. They should gather the expertise and competences of high-level experts aiming to at develop synergies between the various disciplines and resources in European studies as well as at creating joint transnational activities; Projects should normally last 3 years. The maximum EU grant per project for the Jean Monnet Centres of Excellence is  EUR 100 000 and may constitute a maximum of 80% of the project’s total cost.

Grant application should be submitted by 14 February at 17:00:00 (Brussels time) to the European Education and Culture Executive Agency by a higher education institution established in an EU Member State or third country associated to the Programme or in an third country not associated to the Programme.

2. Działania „Jean Monnet” w innych dziedzinach kształcenia i szkolenia:

  • Teacher Training - the main activities should consist in the preparation and implementation of teacher training/education on EU content. Objectives of the activistes are listed in the Erasmus+ Programme Guide.  These activities may take the form of targeted courses or modules including distance learning (MOOC and/or blended activities). Teacher Training / Education should be formal and end with a certificate.  The proposal must be submitted by an institution of higher education or an institution/agency providing training to teachers, established in an EU Member State or third country associated to the Programme. Projects should normally last 36 months. Maximum EU contribution per project is EUR 300 000 and may constitute a maximum of 80% of the estimated budget determined after evaluation.
  • Jean Monnet Learning EU initiatives aim to introduce EU themes into the culture of education in schools and vocational education and training institutions, contributing to the knowledge of the European Union through inspiring methods. In each school year, at least 40 teaching hours must relate to EU-related topics.  The proposal must be submitted by a vocational education and training institution (VET) established either in an EU Member State or third country associated to the Programme. Projects should normally last 36 months. Maximum EU contribution per project is EUR 30 000 and may constitute a maximum of 80% of the estimated budget determined after evaluation.

3. Jean Monnet Actions in other fields of education and training:

  • Jean Monnet thematic networks in higher education may focus on EU internal or foreign policy issues. Consortium composition:  1) for the network on internal EU issues: Digital Transformation in Europe, proposals must be submitted by a consortium of at least 12 applicants out of which at least 7 different EU Member States and/or third countries associated to the Programme; 2) For the network on external policy issues: Values and Democracy, proposals must be submitted by a consortium of at least 12 applicants out of which at least 6 different third countries not associated to the Programme; 3) For the network on external policy issues: EU-Africa, proposals must be submitted by a consortium of at least 10 applicants from at least 5 different Sub-Saharan Africa countries (Region 9).  The coordinator has to be established in an EU Member State and/or a third country associated to the Programme. Projects should normally last 36 months. Maximum EU contribution per network on internal EU issues is EUR 1 000 000, and maximum EU contribution per network on external policy issues is EUR 1 200 000. The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.
  • The Jean Monnet Networks in other fields of education and training aim to offer support to schools & VETs, and/or higher education institutions involved in Teacher Training /Education for boosting knowledge on how to teach European Union subjects. Teachers’ exchange of knowledge are the basis of the network activities. Proposals must be submitted by a consortium of at least 6 applicants (coordinator and full partners) from at least 3 different EU Member States and/or third countries associated to the Programme. Consortium composition must include at least  at least 4 schools and/or VET providers (ISCED 1 - 4) and maximum 2 higher education institutions providing initial and/or in-service training to teachers of schools and/or VET institution (ISCED 1 – 4); projects should normally last 36 months. Maximum EU contribution per project is EUR 300 000 The lump sum value will be limited to a maximum of 80% of the estimated budget determined after evaluation.

The deadline for submitting the proposals (Ad 2 and Ad 3) to the European Education and Culture Executive Agency (EACEA) is February 14 2023 at 17:00:00 (Brussels time).

JU internal regulations:
Pursuant to the Ordinance No. 129 by the JU Rector of 10 November 2022 on: The procedure for drawing up and implementing projects funded from external sources at Jagiellonian University and hiring and rewarding personnel of the project, JU entities interested in entering the call are asked to deliver to the RSC, at least 10 days before the date of concluding the call, the education project entry form and the VAT eligibility form, filled out in the electronic system JU Project Zone 
After accepting the above mentioned forms, it will be possible to accept the project documents required to be submitted with the proposal (e.g. Mandate, Declaration on Honour). The call assistant at JU RSC will set with the author of the project the deadline for submitting the draft and final version of the proposal.
